The Kansas Rural Health Options Project (KRHOP) is administered through
a productive collaboration of program partners, including the Kansas Department
of Health and Environment (KDHE), the Kansas Hospital Education and Research
Foundation, the Kansas Board of Emergency Medical Services, and the Kansas
Medical Society. This partnership provides the organizational structure
necessary to successfully carry out program activities.
Within this existing functional collaboration, each
partner brings specific strengths to bear in the administration of the
program. As the agent of the state housing both the Office of Local and
Rural Health (OLRH) and the Bureau of Health Facilities (BHF), KDHE contributes
a link to state policy and the regulatory process.
OLRH, the state's chief rural health agency, administers all grant funds and
coordinates network development and the designation of CAHs. BHF is the
state licensing/certification agency overseeing the regulatory aspects
of the program. The Kansas Hospital Education and Research Foundation
(KHERF) is a not-for-profit subsidiary of theKansas
Hospital Association (KHA), providing research, education, and policy
support to KHA and the state's hospitals. KHA provides direct contact
with hospitals interested or already participating in the program, maintaining
linkages to provide advocacy, education, and technical assistance. The
Kansas Board of EMS is the state agency
that guides policy and regulation of local EMS systems and the Kansas
Medical Society (KMS) represents physicians in the state.
