The Kansas Department of Health and Environment (KDHE) has reviewed an application by Lincoln County for a permit modification to establish and operate a new disposal area across the road from the county's existing construction and demolition (C&D) landfill. Before KDHE issues the permit, the public may review the permit application and submit written comments regarding the application to KDHE from December 13th through January 13th.
The proposed landfill site is located across the road to the west from the existing facility at 1385 North 170th Road in Lincoln. The proposed landfill will cover approximately 5.2 acres on the 40-acre property, which is currently used for agriculture. Estimated capacity is for approximately 30,000 cubic yards of C&D waste, with the period of active landfill operation estimated at 20 years. The bottom of the landfill is proposed to be at elevations ranging from 1426 to 1433 feet (up to 27 feet below the natural ground surface elevations prior to excavating), and final landfill elevations will be at elevations ranging from 1430 to 1450 feet (approximately matching the natural ground surface elevations prior to construction).
Lincoln County has certified that the application is consistent with local zoning requirements. Lincoln County has also certified that the application is consistent with the North Central Kansas Solid Waste Authority Plan. KDHE has reviewed the application and found it to be in conformance with the state solid waste regulations.
A copy of the administrative record including the permit application, engineering drawings, draft permit, and other information regarding this permit action will be available for public review December 13th through January 13th during normal business hours at the KDHE office at 1000 SW Jackson, Topeka and at the KDHE North Central District Office, 2501 Market Place, Suite D, in Salina.
