The Kansas Department of Health and Environment (KDHE) is requesting public comments for a proposed landfill in Olathe. Documents will be available for public review Friday, October 25 through Monday, November 25 regarding the permit application by Holland Corporation, Inc. If approved, the permit would allow the company to operate a new construction & demolition (C&D) landfill at 23775 West 159th Street.
The proposed landfill will cover approximately 192 acres on the 260-acre property, which is currently used for quarrying and crushing rock, and is also operating an asphalt plant. The landfill is proposed to be developed in 5 phases to reclaim (fill) land subsequent to quarrying. The proposed landfill is estimated to have capacity for approximately 30 million cubic yards of C&D waste, with the period of active landfill operation estimated at 134 years.
The bottom of the landfill is proposed to be at elevations ranging from 900 to 950 feet (about 100 feet below the natural ground surface elevations prior to quarrying), and final landfill elevations will be from 1,000 to 1,050 feet (approximately matching the natural ground surface elevations prior to quarrying). The City of Olathe has issued a Special Use Permit to Holland Corp. for this land use, and both the city and Johnson County have certified that the application is consistent with local zoning requirements. Johnson County has also certified that the application is consistent with the County's solid waste management plan. KDHE has reviewed the application and found it to be in conformance with the state solid waste regulations.
A copy of the administrative record including the permit application, engineering drawings, draft permit, and other information regarding this permit action will be available for public review from Friday, October 25 through Monday, November 25 during normal business hours at the KDHE office in Topeka and at the Johnson County Environmental Department in Lenexa.
