The Kansas Department of Health and Environment has issued an administrative order directing Kip L. Thorson, d.b.a. Tire Resource Recovery, 2103 Forest Ave. , Great Bend, to remove all waste tires and tire bales from the Great Bend Airport within 30 days of November 13, 2001. The order further directs Thorson to dispose of the tire wastes at a properly permitted facility and to no longer store such wastes at the Great Bend Airport.
Thorson's permit to collect, transport and process tire wastes was revoked effective January 11, 2001. Nevertheless, state inspectors confirmed that Thorson continued to store the wastes. Thorson was then advised that he needed to inform the department about what he intended to do with the tire wastes. To date, KDHE has received no response from Thorson.
The department's order is subject to administrative appeal.
