Barton County Fined $19,200 for Violations at Landfill

The Kansas Department of Health and Environment (KDHE) has assessed a $19,200 civil penalty against Barton County for violations of state waste disposal regulations occurring at the county landfill. The order also requires the county to comply with all permit requirements and applicable regulations within 30 days.

A series of inspections has confirmed that the Barton County landfill failed to:

• maintain a working face no larger than necessary;
• apply a layer of at least six inches of daily cover;
• prohibit scavenging at the site;
• properly maintain the intermediate cover;
• provide and maintain run-on/run-off control measures;
• implement the approved plan for waste inspections and personnel training to detect PCBs and regulated hazardous wastes;
• take actions to minimize litter control;
• establish and implement a gas monitoring program;
• properly operate the open burn area;

The inspections also documented a number of additional violations not listed above. The order is subject to administrative appeal.
