Expanding State Disability Surveillance Capacity in Kansas
Overview: The mission of this project is to better utilize disability data surveillance in Kansas by enhancing existing secondary disability data and expanding the use of Behavioral Risk Factor Surveillance System (BRFSS) to understand and meet the needs of persons with disabilities statewide.

Products of the Kansas Surveillance Module
Selected State Agencies Serving People with Disabilities:
- Kansas Social and Rehabilitation Services, Kansas Automated Eligibility Child Support Enforcement System (KAESCES) - Used by state eligibility staff to provide direct service delivery to clients. Direct services include all cash programs (Temporary Assistance for Families, General Assistance and Refugee Assistance); all medical coverage including Community Based and Nursing facility; and food stamp benefits.
- Kansas Health Policy Authority, Medicaid Management Information System (MMIS) – The MMIS system tracks all Medicaid claims and expenditures, including dates and types of services, provider types, diagnoses codes, etc.
- Kansas Vocational Rehabilitation, KMIS – Tracks services and outcomes for all VR clients in the state. IN addition, we will investigate the possibility of obtaining disability data from the state’s Disability Determination Services, a unit within VR, and Ticket assignment statistics.
- Kansas State Department of Education, Kansas Individual Data on Students (KIDS) system – Tracks all school-age children in the state through an agency-assigned unique identification number. The data elements maintained in KIDS include two fields for disability types(s). Also tracks post-school outcomes of students with disabilities.
- Kansas Department of Health and Environment (KDHE) – Conducts the state’s Behavioral Risk Factor Surveillance System (BRFSS) survey and maintains data across multiple years and subpopulations. KDHE also administers the state’s Children with Special Health Care Needs (CSHCN) program, which promotes the functional skills of young persons in Kansas who have or are at risk for a disability or chronic disease by providing or supporting a system of specialty health care.
- Kansas Department of Labor (KDOL) - Maintains the state’s Unemployment Insurance system and state labor market data. Can be used to track earning data for individuals and trends in the state labor market.
- Kansas Department of Revenue (KDR) – Has records of all personal income taxes paid by Kansas citizens, from which earnings can be computed.
- Kansas Department of Commerce- Commerce administers the state’s One Stop/ Workforce Development Centers as created under the Workforce Investment Act. Data are available through the Commerce data tracking system, specifically regarding utilization by and outcomes for customers with disabilities, including youth with disabilities.
