Disability and Health Program

The Vulnerable Needs Registry program sponsored by the Kansas Division of Emergency Management is a free registry is designed assist emergency management in planning efforts to help individuals with vulnerable needs. A person is considered vulnerable if they may need assistance during an emergency due to a disability.

The Kansas Vulnerable Needs Planning System is an internet-based database website.  The website, helpmekansas.org, was developed to allow individuals and facilities to register. Facilities that serve vulnerable needs population should use the website to provide information that will be available to emergency response agencies. 

The information provided will be used only to assist emergency management in the planning process before, during, and after a disaster to help people with special requirements. While this is a tool to assist people, registering does not guarantee services and does not replace an individual’s or facility’s responsibility to be prepared for an emergency.

The Facility Registry form located at helpmekansas.org is designed to register facilities serving individuals with vulnerable needs while at the same time collecting resources they may offer.

If your facility serves a vulnerable population, please take time to view the website helpmekansas.org and register your facility. Your participation and efforts will assist responders in planning for response actions during an emergency when time and information are essential for life safety measures.”
